Is this for high school or college officials?
Both. One subscription gives you full access to both the NFHS (high school) and NCAA (college) card sets — 166 and 374 cards respectively.

How often is the content updated?
Rule changes happen every year. Cards are updated as new rules are released — for example, NCAA offensive pass interference was recently changed from 15 to 10 yards.
